Election Update on Prop A

On Oct. 25, Superior Court of Guam Judge Arthur Barcinas issued a ruling removing Prop A from the Nov. 7 General Election ballot, saying the initiative could not be voted on because the Guam Election Commission (GEC) failed to comply with the election code and election rules and regulations.

Because the Election Commission cannot deprogram the counting machines at this point in the election cycle, the GEC will keep Prop A on the ballot. However, while the votes on Prop A will be counted along with all of the other votes on the ballot, they will not be certified, as required by the Supreme Court’s order.
